It’s on or off. Not variable.

Is it okay to use the Ryobi 4V Lithium rechargeable screwdriver while it is charging?

I don't see any reason it cannot be used while charging, but it probably will only have the residual power in the battery at that time.

Why do the bits always fall out? Am I missing something? Great product, but the bits fall out. Any ideas?

Original bit does not fall out. Using bits with smaller hex will fall out not magnetic. Need to buy tho I bits with proper hex size. Should cure your problem.

The Ryobi 4V Lithium rechargeable screwdriver is a great tool that is powerful and reliable. It comes with a charger that can be plugged into a 110V outlet. The tool has a good battery life and can be used while charging. It takes standard bits that are 1/4 inch in size. Using the wrong smaller hex bits will cause them to fall out. The screwdriver is comfortable to use and easy to handle. Customers have found it to be a time-saver for smaller jobs with many screws. It is suggested that it would be nice to have a carrying case to keep everything together.
