I have a 16ft flat bottom jon boat, will this be ok?

Should be fine. I like to put rubber spacers between mine so it’s not pressed in the aluminum. If your dog is large you need to think about counter weighting the boat for entry (depending on sturdiness of the boat).

Would this work to hang off the inside of an above ground pool? I have a 50lb furbaby who needs a place to rest when swimming.

If your pool walls are sturdy. I would think that could stress the walls of the pool. If your pool is sturdy I would suggest a piece of wood to go between the stand and the outside of the pool.
