You can do 3 monitors with it, but limited to 1080p. You can do 2 monitors + laptop screen or do 3 monitors if you connect one to the vga port. This also is depending on your GPU in your device, but most if not all devices that have thunderbolt 3 can handle 3 screens at 1080p.

Is this 45 watts or 65 watts?

Neither. It's 135 Watt. The power brick comes with it. It can pass through a charge to a laptop so it needs more power to it. The pass through to the laptop I believe is 65 Watts at least because it supports ThinkPad X1 rapid charging and I believe that rapid charging requires 65 watts.

Is this compatible to use with a Lenovo Thinkpad E15?

The Lenovo Thinkpad Thunderbolt 3 Docking Station 40AC0135US is a highly functional and versatile device. It comes with both the power adapter and a short Thunderbolt cord connecting to your laptop. It is a 135 watt dock that is capable of passing through the charge to a laptop. The pass-through to the laptop is at least 65 watts. It supports ThinkPad X1 rapid charging. You can connect three monitors to this dock, but they would only be limited to 1080p. The VGA port is also an option if you want to connect a third monitor to the dock. It is compatible with Lenovo Thinkpad E15 and most laptops with Thunderbolt 3 ports. While it is highly versatile and functional, some users have reported that it randomly shuts off and won’t turn back on for an extended period. Unfortunately, it doesn't work well with Dell laptops and the Display Ports will not work simultaneously.
