Does this come with shims to adjust placement?

It does come with 2x shims. I did not have to use it on my 71 pontiac Firebird 400.

Will this work with a 400 Pontiac motor?

Should have no problem. It worked on my 1972 Catalina 350 and took care of the hard starting when the engine was hot. 350 and 400 have the same size block.
