Can you use the cooler without the stand or will it leak?

I suppose you could but it’s metal so would get pretty scratched on the bottom if you set on the ground. But no it won’t leak. The legs screw in to corners. Not into the bottom of the actual cooler.

What tools do I need for assembly?

You need a screw driver and wrench. I bought one and the cooler separated from the outside stainless steel leaving a gap which looked terrible and did not allow the top to seal off the cooler. It happened in the first six months. I wouldn't buy another one. I bought the Tommy Bahama wood framed cooler which cost a little more but looks and wears much better. It is worth the price. You will have it forever.

Is the cooler insulated?

yes, it is insulated, easy to put together and is wonderful. I do not keep it outside after the season, but it is stored under an outside vestibule, away from most of the elements.

How are the wheels on this item? Could I roll it down a sidewalk if needed?

Yes you can. I have only fooled with it one time during a BBQ. But the product is pretty solid. No wheel trouble.
