Will this stand alone step down work to reduce 24 volt solar panels x 3 305 watt VOC 36.8 @ 8.6A down to a 12 volt to use with a 12v inverter?

No. You can use a quality MPPT charge controller for your solar array, step-down the 24v from the solar array to a 12v battery bank. Then run a 12v circuit off the batteries without a 24-12v converter, or use a 24v charge controller to charge a 24v battery bank and then use this converter to step-down a circuit to 12v. At the time of this writing, there are only a couple of devices that can go directly from solar panel to inverter for appliance use without the need for batteries. Those are all-in-one units, so you would not need this in that rare case.
